During my many years as a federal agent with the U.S. Department of Justice, I received training in the art of interview and interrogation that is unsurpassed anywhere on this planet. Three months in the Federal Academy is a great foundation.
Working with and observing supervisory Federal agents who have perfected this technique is truly amazing. The greatest classroom is actually watching state-of-the-art professionals working their magic on organized crime figures and international criminals.
I believe it takes a minimum of ten years, day in and day out, to perfect this craft. We were fortunate to be selected to teach interview and interrogation in the Federal Academies to local law enforcement officers throughout the United States and travel to over 60 foreign countries teaching law enforcement personnel.
When I heard that Boston bombing suspect Dzhokhar Tsarnaev was captured alive, my thoughts turned to the High-Value Interrogation Group that will hopefully get the opportunity to speak with him. They must be salivating at the chance. Created by President Obama in 2009, the High-Value Interrogation Group is an elite group that questions terrorism suspects and gathers intelligence. The idea was to create a “Top Gun” of interrogators, where the best of the best would be ready at any moment to interrogate terrorism suspects. Most often this group interrogates overseas suspects – although their mandate has been extended to domestic individuals as well.
They will have hundreds of questions for Dzhokhar but there are always two at the top of the list:
- First, can they obtain information that will stop other planned attacks and
- Second, are there other suspects that are affiliated with the cell or group that carried out the carnage in the Boston massacre.
As of today, Dzhokhar can’t speak because of a throat injury. It is my guess they will try any means possible and legal including the simple task of actually writing out questions for him and then getting him to write down the answers. The intelligence professionals will have to be patient until medical personnel signal the “all-clear” to speak with him.
You will hear much in the coming days about Miranda warnings, other mandates and dictates of the law, and whether to put the terrorist in a narco-analytic state. Not to worry. The agents entering his hospital room will be as precise as a surgeon in all their dealings with Dzhokhar.
I wish I could be a proverbial “fly on the wall” during those interviews.
